An International practical Conference "On the eve of a new classification of hydrocarbon reserves"

Today Moscow hosts an international conference on the theme "On the eve of a new classification of hydrocarbon reserves", organized by the Ministry of Natural Resources and Ecology of the Russian Federation. The conference was attended by the Minister of Natural Resources of the Russian Federation Sergey Donskoy. The purpose of the conference is readiness assessment of the industry to transition from the administrative control of subsoil use to the mechanism, based on the geological and economic, technical and economic evaluation of the development of mineral resources to the approbation of the new scheme of approval stocks and techniques of economic evaluation of recoverable reserves. The conference addressed such issues as an increasing the reliability of stocks, a simplification of the approval scheme, as a reduction of administrative barriers, providing an integrated approach to the administration of subject to preferences settings, enhancement of the mechanisms of state regulation for public involvement in the development of inefficient and hard - recoverable stocks, as well as harmonization with international systems. The conference was attended by the Сhairman of the Committee of Geology and Subsoil Use of the Ministry of Investment and Development of the Republic of Kazakhstan Bazarbai Nurabaev. "On the eve of such an important event as the accession of Kazakhstan to the honorable company of CRIRSCO family (this organization includes such countries as Australia (JORC), Canada (CIM), Chile (National Committee), Europe (PERC), Mongolia (MPIGM), Russia (NAEN), the South Africa (SAMREC) and the USA (SMEs)), it is a very useful experience of our Russian colleagues that will allow us to implement successfully international standards for estimating reserves of solid minerals in our country. Under the instruction of the Government, we must make rational use of our resources, according to the five institutional reforms of "100 steps", and the introduction of international standards of estimating reserves of solid minerals is the 74th step in this reform,"- said the Head of the Committee of Geology and Subsoil Use of the Ministry of the Republic of Kazakhstan. It should be noted that in December 2015 at the next meeting of the Committee on international accounting standards on mineral resources CRIRSCO will consider the adoption of the Kazakhstan Association KAZRC into the membership of CRIRSCO. It is also being studied the possibility of introducing an international system of management of resources and reserves of hydrocarbons SPE-PRMS, which is the most common in the global oil and gas industry. The Conference "On the eve of a new classification of hydrocarbon reserves" will be completed on November 27.
